I would take a razor knife, and cut away any really loose veneer. Whatever is left, I would drill small 1/8th or 3/16th holes in, halfway through what is left. For any solid wood, not plywood, I would make sure that any crumbly material is removed. Whatever is left should be dry, which it looks like it already is.

What remains, I would soak with S-1 Sealer, being careful not to get it on any styrofoam, if there is any in this camper. The S-1, soaked to saturation, will strengthen the wood that is there. Since it is thin, it will tend to run and drip, so be on the lookout for that, in as much as it tends to get on whatever else is around. Slow application can maximize the absorbing, and minimize the run off.

The next step would be to get some General Purpose Epoxy Resin, unthickened, into any drill holes you may have made. The disposable epoxy syringe is useful for this. Once this cures, I would take some General Purpose Epoxy Resin, mixed with sawdust to make a peanut butter consistency, and fill in any low spots, or rot pockets in solid wood. Some of this same resin, with less sawdust, can be used to glue on pieces of 1/8th or 1/4 inch plywood to replace the missing veneers. You might do different sized pieces as necessary, of 1/8th until things are built back up to the original thickness.

Once dried, this should be close to, or equal to the original strength. If you have any further questions, we would be happy to help.
